14-1 WATER SERVICE General Definitions: The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: a. AWWA standard means the official standard developed and approved by the American Water Works Association (AWWA). Billing unit means the unit of water used to apply water rates for the purposes of calculating water charges for a person’s water usage and equals one hundred (100) cubic feet or seven hundred forty-eight (748) gallons of water.
City means the city of Lynwood, California. City council means the city council of the city of Lynwood.
Connection refers to the act of linking the service pipe of a house, building, or other property to the city water system, and also to the physical apparatus by which such linking is accomplished. Construction meter means a temporary meter attached to a fire hydrant at a construction site to measure water usage at the site.
Contamination means an impairment of a potable water supply by the introduction or admission of any foreign substance that degrades the quality and creates a health hazard. Cross-connection means the unprotected actual connection or potential connection between a potable water system used to supply water for drinking purposes and any source or system, sewer drain, conduit, pool storage reservoir, plumbing fixture or other device containing unapproved water or a substance that is not or cannot be approved as safe, wholesome, and potable.
Bypass arrangements, jumper connections, removable sections, swivel or changeover devices, or other devices through which backflow could occur shall be considered cross-connections.
